MarketPlace PHL, LLC is the private partner with the City of Philadelphia in the redevelopment of the award-winning PHL Food & Shops program within the Philadelphia International Airport.
This passenger amenities program includes the 100,000 square-foot retail redevelopments of Terminals A through F, 10,000 square feet of stores and eateries in the new regional terminal, and the 21,000 square-foot retail development in the airport’s new 13-gate international terminal that opened in 2002.
The program includes more than 170 in-line stores, restaurants, and services, plus almost 40+ special retail merchandising units. MarketPlace PHL’s responsibilities include leasing, development, and management.
Meet Our Team

Clarence A. Lejeune
Clarence A. LeJeune is CEO of LeJeune and Associates, LLC. He has more than 30 years of management experience, operational leadership, and management team development. Currently, he is responsible for the management and oversight of four of the nation’s busiest and most prestigious airport concession programs – PHL, IAD, DCA, and BOS. These combined projects represent more than 500,000 square feet of specialty retail, and food and beverage operations.

Melwood L. Hannah
Melwood L. Hannah has more than 30 years of management experience and possesses a high range of skills applicable to coordinating the successful operation of large-scale office, retail, food and beverage projects. Hannah has extensive experience in property management, including the development and management of capital budgets, operations planning, risk management programs, construction management/tenant coordination, and the implementation of sustainability initiatives. Currently, he is responsible for the management of approximately 175,000 square feet of the award-winning retail and food and beverage program at Philadelphia International Airport. These responsibilities include managing a team of highly qualified professionals to accomplish established financial and operational goals and objectives.

Steve Rosen
Steven Rosen leads the Accounting team as Controller for MarketPlace PHL. He is responsible for reporting, payroll, cash management, budgeting and forecasting. He oversees the billings to merchants and payments to our vendors for the PHL Food and Shops, the highly recognized food and retail program at Philadelphia International Airport. Rosen is the coordinator for our Risk Management team.

Ashley Vesay
Ashley Vesay is an accomplished leasing manager with particular expertise in the retail industry. As Leasing Manager for the MarketPlace PHL, Ashley is responsible for the ongoing stabilization efforts of current tenants and the continued development of a dynamic merchandising program focused around quality and diversity as the industry progresses into the future.

Urselle Garnett
As the Compliance Manager for MarketPlace PHL, Urselle Garnett is responsible for both monitoring and ensuring all tenants are compliant with all applicable City of Philadelphia leasing requirements including Living Wage and the Street Pricing program. In addition to the City of Phila. compliance monitoring, she also monitors compliance with Federal Aviation Administration (FAA) regulations, Parts 23 and 26, regarding the Airport Concession Disadvantaged Business Enterprise (ACDBE) program.
